    DutiesSummary

    Due to the Pandemic, and individual states with different phases of reopening, the selectee’s report date to the official duty station/facility may be delayed until such time as employees are allowed to report to the workplace. The person selected may telework up to the maximum extent possible, up to and including full time, until it is safe to relocate.

    This position is located within the Office of Security and Hazardous Materials Safety (ASH).


    Responsibilities

    The incumbent performs routine, multiple, and varying, assignments under the limited direction of the manager or more experience specialist. Established policies/procedures provide guidance for most assignments, but allow for some discretion to select the most appropriate approach. He/she applies experience and detailed knowledge of the Investigations Program to accomplish assignments. The incumbent may be responsible for conducting general investigations. Typical duties include but are not limited to the following:

    FV-H level: Conducts civil, administrative and regulatory compliance investigations involving multiple parts of CFR Titles 14 and 49 and other federal policies and directives. Investigations may include regulatory infractions, tort and personal claims, security clearance investigations, medical or behavioral patterns of airmen, security suitability of agency personnel, employee misconduct, sexual harassment, Accountability Board issues, hotline cases and others. As required, appears before grand juries or participates in other judicial and administrative proceedings. Interviews witnesses and administers oaths or affirmations. Receives evidence and security material, documents or property in accordance with the laws of search and seizure and established rules of evidence. Takes signed sworn statements, and prepares reports to document facts disclosed during investigation. As part of the general investigative processes, is responsible for ensuring the identification and collection of physical evidence that relates to the activities alleged to taken place, such as time and attendance documents, travel voucher claims, travel card billing documents, accountability board, hot line complaints, misconduct, airmen certification documents, evidentiary photographs. Maintains property custody of physical evidence. The investigative process requires extensive casework involving identification and interviewing of individuals involved in alleged activities and of witnesses, and obtaining sworn statements and developing investigative leads. These leads may result in court records being examined, communications with various law enforcement agencies, contact with prosecuting authorities and agency investigative records being examined. Performs other duties as assigned.

    FV-I level: Duties at the I level is the same as duties at the H level as well as the following: Selects, interprets and applies a variety of guidelines, materials and standard reference material in accomplishing task, using judgment and discretion in determining the most appropriate approach to use. Issues faced require extensive analysis and decisions and recommendations reflect the need to balance sensitive investigations information with expert interpretations and analysis performed. Refers unusual or highly sensitive issues where guidelines are not applicable to the staff within the office and other ASH organizations, staff in other FAA offices, law enforcement offices and the public. Independently performs tasks and assignments and identifies and informs management of problems that require their attention. Develops and recommends techniques to address problem situations. Work is reviewed periodically, typically to ensure appropriate factors have been considered, sufficient information or evidence has been collected to support conclusion, and pertinent regulations and precedents have been applied. Completed work is reviewed for conformity with policy, the appropriateness of the employee's approach, and technical soundness and deadlines. Defines, plans, and organizes assigned resources to accomplish tasks. Provides guidance to developmental staff and develops or recommends techniques to address problem situations. Performs other duties as assigned.

    Qualifications

    For the FV-H level: You must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-G, FG/GS-11 OR an education substitution: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related, in an accredited college or university OR a combination of education and experience that qualifies for this position.

    Specialized experience is that which has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position. Examples of specialized experience may include, but are not limited to: Experience interpreting and applying policies and procedures of investigations programs; conducting civil, administrative and/or regulatory investigations; and preparing investigative reports.

    For the FV-I level: You must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-H, FG/GS-12. Specialized experience is experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position. Examples of specialized experience may include, but are not limited to: Experience conducting complex and diverse civil, administrative and/or regulatory investigations, investigations of a sensitive nature and independently completing written investigative reports.
