This position is responsible for overseeing the implementation and sustaining the Configuration Management (CM) Plan for Positive Train Control as described in the CFR Title 49, Part 236 and Subpart H. This includes integrating CM into all existing and future key processes, including identification of all PTC systems throughout the LIRR infrastructure, on the right-of-way, LIRR signal system rolling stock, communications systems, wayside signal equipment, office servers, on-board computers, communication networks, network management system, vital topographical database, and the Roadway Worker Protection System (RWPS). This is necessary so that the CM effectiveness can be monitored, assessed, improved upon and routinely reported on. PTC Configuration Management is the essential function that ensures compliance with corporate policy, Corporate Safety, Association of American Railroads, the Code of Federal Regulation guidelines, Federal Transit Administration funding requirements and capital program requirements. This position is also responsible for the development, implementation and sustaining PTC Configuration Management System (CMS),which includes managing interfaces between Configuration and Asset Management Systems, implementing the migration of data and assets from SDMF Maximo to the LIRR’s system of configuration and data management application for PTC, ensuring configuration and data administration rules are established, adhered to in the configuration management system as well other Enterprise systems across the LIRR’s enterprise network. This position will also oversee the testing of new configuration and data management releases and ensure that related processes, tools, policies and procedures are in place to cover Configuration and Data Management (Administration) processes within the Engineering Department and ultimately across operating department(s) where stakeholders for PTC are in place. Additionally, this position is responsible for administration of the engineering software configuration management system, including establishing software configuration baselines, status accounting of configuration systems, establishing and implementing reporting tools, implementing policies and procedures for testing configuration changes, establishing software configuration change management process and procedures, establish software version controls, establish software configuration enforcement, establish configuration management audit policy and procedures, ensure compliance for software configuration management practices as established by the FRA.


Responsibilities

Responsibilities may include but are not limited to:

  • Develop, execute and sustain the Software Configuration Management Plan for (LIRR) Positive Train Control (PTC) System. Documentation software configurations across the following PTC subsystems:
  • Wayside signal equipment,
  • Office servers,
  • On-board computers,
  • Communication networks,
  • Network management system,
  • Vital topographical database,
  • Roadway Worker Protection System (RWPS).
  • Evaluate/Oversee OEM/ Vendor Software Development testing process
  • Software manual
  • Verification testing
  • Validation testing
  • Coding modification
  • Software Test plans (scripts)
  • Software Monitoring and Testing
  • Audit test cases and results
  • Witness and approve final acceptance
  • Take part in and approve regression vendor/PTC regression testing
  • Oversee and approve software requirements specifications.
  • Serve as member of a Change Control Board (CCB) made up of representatives from all LIRR departments deemed necessary to create and up-keep documented process for the LIRR Configuration Management overseeing Engineers, consultants and all other stakeholders of the LIRR PTC System.
  • Participate and maintain an active role on the Northeast Corridor/ American Association of Railroads Change Control Board and ensure all LIRR PTC design changes are appropriately communicated.
  • Oversee and audit the Configuration Management process for LIRR PTC, performance of data security and maintenance tasks as needed. Develop and provide reporting metrics on selected performance elements.
  • Motivate personnel within the section. Provide career development for configuration management staff. Provide prompt and effective coaching and counseling. Recommend for discipline/termination of employees. Promote safe work practices and provide safe working conditions. Qualifications

Requirements:

  • Bachelor’s Degree in Engineering, Engineering Technology, Information Technology or related field. Demonstrated, directly related, equivalent experience (approximately nine-ten years) and education may be considered in lieu of the degree, subject to approval.
  • Working knowledge of the software development, software testing, implementation and distribution of software, and change management.
  • Must possess strong Configuration Management experience, knowledge and understanding (approximately five years) including version control, design configuration, and change control, similar in complexity and size to to LIRR's PTC system.
  • Must be proficient in database management skills and concepts
  • Must possess proven leadership skills demonstrated through progressive management experience
  • Must possess the understanding of both vital and non-vital software and the methods used to maintain and release software configurations and changes.
  • Must possess strong communication, analytical, problem-solving, decision making, presentation, and project management type skills.
  • Ability to establish goals, deadlines, provide direction and coordinate activities with LIRR Departments, MTA agencies and other northeast railroads.
  • Must possess proficient project management, administration, strategic planning, resource management, and computer skills.
  • Must possess strong emergency management and investigative experience and skills.
  • Must possess in-depth knowledge understanding of Engineering processes standards and procedures
  • Must possess strong communication (both verbal and written) and interpersonal skills with the ability to work effectively with all levels of management.
  • Must possess thorough understanding of requirements traceability and management
  • Must have knowledge of Reliability, Availability, Maintenance and Safety (RAMS) concepts in systems.
  • Must have a thorough understanding of asset management.
  • Must possess high level of professional integrity and work ethics.
  • Must be self-motivated and have the ability to lead a multi-discipline team of engineers through complex problem-solving and rationalization.
  • Must possess experience with understanding departmental budgets and production goals as they relate to each other.
  • Must possess a valid NYS driver’s license.
    Preferred Skills:
  • NYS Professional Engineer’s License.
  • Advanced degree in Engineering preferably with Computer Science electives.
  • Knowledge and experience with Positive Train Control (PTC) systems.
  • Design and implementation experience with PTC (Positive Train Control) Systems.
  • Broad, diverse related experience in design and implementation of signal control systems, SCADA, microprocessors, PLC’s, networks and computer systems.
  • In-depth knowledge understanding of Signal standards and procedures.
  • A thorough understanding of Railroad Signaling operations with a good background in signal construction practices and theory.
  • Working knowledge of labor agreements.
  • A thorough understanding of LIRR infrastructure, and Engineering disciplines
