    This position is in the Senior Executive Service (SES), a small elite group of top government leaders. SES members possess a diverse portfolio of experiences including strong skills to lead across organizations. As an executive, you will influence the direction of innovation and transformation of the federal government and lead the next generation of public servants.

    Responsibilities
    • Principal advisor to the Inspector General (IG) and Principal Deputy Inspector General (PDIG) on matters related to the conduct and management of auditing functions including audits of performance and financial statements.
    • Oversees and directs the performance of auditing activities related to DoD programs and operations. Advises the IG and PDIG on program matters relating to prevention and detection of fraud, waste, and abuse in DoD programs and operations.
    • Informs the IG and PDIG of serious fraud problems, abuses, and other deficiencies reported by DoD audit organizations and recommends corrective actions.
    • Oversees complex and comprehensive audits and examinations of DoD programs, operations, and contract audits. Directs the development of formal reports of findings and makes recommendations to agency officials for corrective actions.
    • Oversees and directs financial and performance audit processes to ensure the quality and timeliness of work products. Consults with Congress and the Department to ensure that the annual audit plan meets current and emerging priorities.
    • Promotes coordination with other Federal Offices of Inspectors General on audit issues, including reviews of inter-agency programs.
    • Develops and implements performance based metrics for the Office of the DIG for Audit that are effective measurements of mission.

    • Position has been designated as Special Sensitive; incumbent is required to be eligible (and maintain eligibility) for a Top Secret with Special Compartmented Information (TS/SCI).

    • All newly appointed career SES leaders must sign the Reassignment Rights and Obligations Agreement as a condition of appointment into the SES in accordance with DoD Directive 1403.03.
    • Incumbent may be required to travel both in the Continental United States, as well as overseas locations.
    • All newly appointed career SES leaders are required to sign the Mobility Agreement as a condition of employment.
    QualificationsApplicants must provide evidence of progressively responsible leadership experience that demonstrates senior executive management capability directly related to the skills and abilities outlined under the Executive Core Qualifications (ECQs) and Mandatory Technical Qualifications (MTQs) listed below.

    Qualifications include both leadership skills that are applicable to all SES positions and technical or program qualifications specific to the position.

    The best-qualified candidates will be distinguished from other applicants by an evaluation panel of subject matter experts, considering the below listed Executive Core Qualifications (ECQs) and Mandatory Technical Qualifications (MTQs).

    All factors are mandatory unless stated otherwise. These factors are required, and must be addressed for the incumbent to perform the duties of the position. The mandatory technical qualifications must be met to be rated eligible for the position.

    This position has been evaluated to be a Tier A position under the DoD OIG SES Personnel Management and Compensation System.

    MANDATORY TECHNICAL QUALIFICATIONS:
    The applicant is to provide a separate narrative statement to each of the following technical qualifications which describes fully, but concisely, how his/her experience supports each of the following qualifications. Each technical qualification narrative should not exceed 2 pages. Failure to address these specific qualifications in a separate narrative statement will eliminate you from consideration:

    1. Expert knowledge and experience of performance auditing, attestation, and financial statement auditing principles, techniques, and practices needed to interpret and apply Generally Accepted Auditing Standards to ensure a scope and quality of work that is meaningful to a wide range of users.

    2. Demonstrates an enterprise perspective in planning for and leading a large audit organization that conducts complex, multi-location audits. The incumbent must possess an awareness and understanding of individual and organizational responsibilities in relation to government-wide strategic priorities.

    DESIRED QUALIFICATIONS
    • Experience working in a leadership role at a Federal OIG
    • Experience working in a leadership role within the Department of Defense
    EXECUTIVE CORE QUALIFICATIONS (ECQs): The ECQs describe the leadership skills needed to succeed in the Senior Executive Service, and are in addition to the specific technical factors listed above. To assess the executive experience of each candidate, applicants who are applying for their initial career appointment in the SES must demonstrate, with specific examples, how their experience is relevant to exercising leadership in each of the five competencies. Current or former SES Career employees are not required to address the ECQs (SES Career employees include only those appointed under Title 5 U.S.C. 3393). A concise executive summary must show where and when the qualifications were obtained, the organizational setting in which the experience was acquired, (e.g. organizational size, level, and assigned fiscal resources), and a narrative discussion of the qualifications. The ECQs must not exceed 10 pages.

    1. LEADING CHANGE. The ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.
    2. LEADING PEOPLE. The ability to lead people toward meeting the organization's vision, mission and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.
    3. RESULTS DRIVEN. The ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.
    4. BUSINESS ACUMEN. The ability to manage human, financial, and information resources strategically.
    5. BUILDING COALITIONS/COMMUNICATION. The ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

    Degree: Accounting or a degree in a related field such as: business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term accounting means accounting and/or auditing in this standard. Similarly, accountant should be interpreted, generally, as accountant and/or auditor.) OR

    Combination of education and experience-at least four (4) years of experience in accounting experience, college-level education, and training that provided professional accounting knowledge. The applicants' background must also include one of the following:

    1. Twenty-four (24) semester hours in accounting or auditing courses of appropriate type and quality. This can include up to six (6) hours of business law;

    2. A certificate of Certified Public Accountant or Certified Internal Auditor, obtained through written examination; or

    3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., fifteen (15) semester hours, but that does not fully satisfy the 24-semester hour requirement (above), provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two (2) higher level professional accountants or auditors have determined that the applicant has demonstrated a good knowledge of accounting related and underlying fields that equals in breadth, depth, currency, and level of advancement which is normally associated with successful completion of the four-year course of study described above; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicants education, training, and experience fully meet the specified requirements.
